| The Baldrige Award was signed into law on August 20, 1987. The
award is named after President Reagan’s Secretary of Commerce
who was killed in an accident shortly before the Senate acted on
the legislation. Malcolm Baldrige was highly regarded by world
leaders as he played a major role in carrying out the administration’s
trade policy, resolved technology transfer differences with China
and India, and paved the way for increased access for U.S. firms
in the Soviet market.
The purposes of the Baldrige Award are to:

Help stimulate American companies to improve
quality and productivity for the pride of recognition
while obtaining a competitive
edge through increased profits.
- Recognize the achievements of those companies that improve
the quality of their goods and services and provide an example
to others.
- Establish guidelines and criteria that can be used by business,
industry, government, and other organizations in evaluating
their quality improvement efforts.
- Provide specific guidance for American businesses and organizations
that wish to learn how to manage for high quality by making
detailed information available for how winning organizations
were able to change their cultures and achieve the award.

The Baldrige Award recognizes U.S. companies that
excel in quality management and quality achievement. Its principle
focus is on the management practices that lead to customer satisfaction
and business results. The award promotes the awareness of quality
as an increasingly important element in competitiveness, an understanding
of the requirements for quality excellence, and sharing of information
on successful quality strategies and subsequent benefits.

The Baldrige Criteria for Performance Excellence provide a systems
perspective for understanding performance management. They reflect
validated, leading-edge management practices against which an
organization can measure itself. With their acceptance nationally
and internationally as the model for performance excellence,
the Criteria represent a common language for communication among
organizations for sharing best practices. The Criteria are also
the basis for the Malcolm Baldrige National Quality Award process.
