Articulation Agreement: UW-Stout & Wisconsin Technical College System

Introduction and Rationale:

Developed in response to professionals' need for additional education, the Bachelor of Science (B.S.) degree in Career, Technical Education and Training is a collaborative effort between the Colleges of the Wisconsin Technical College System (WTCS), and the University of Wisconsin-Stout Polytechnic (UWS). The Bachelor of Science degree in Career, Technical Education and Training is a professional degree leading to certification to teach vocational trade and industrial courses. This agreement and any amendments and supplements shall be interpreted pursuant to the guidelines set forth in SYS-140: UW-System Templates for Articulation Agreements between UW System Institutions and WTCS Districts as well as the Universities of Wisconsin Policy on the Development of Transfer Agreements. Both institutions agree to maintain accreditation by the Higher Learning Commission of the North Central Association of Colleges and Schools and any other accreditation currently in existence pertaining to the degree programs articulation via the transfer agreeement.

WTCS students who successfully complete an Associate of Applied Science (AAS), Associate of Science (AS), or one/two year diploma at a WTCS college will be eligible for credit transfer into the Bachelor of Science (BS) Career, Technical Education and Training degree at UWS. The general assumptions for transfer are included in the Requirements and Considerations section of this agreement.

Transfer guides, which include course to course transfer details, may be developed in partnership between UWS and specific WTCS colleges upon request and available on UWS's Transfer Guides and Resources website. General Education Transfer Guides are available on UWS's website.

Requirements and Considerations:

The 120-credit UWS degree is constructed of a 33-credit General Education requirement, 47-credit technical requirement, 33-credit professional core, and 7 credits of free electives. For purposes of transfer between the WTCS colleges and UWS, the technical area is recognized as combined credits from areas for which the WTCS colleges offer either an AAS, AS, or technical diploma offering. UWS recognizes that successful completion of the program at the WTCS colleges is sufficient evidence to warrant acceptance of technical/occupational credits in this area of the B.S. Career Technical Education and Training program.

General Education courses offered as part of the AAS program at the WTCS college in the areas of Communication and Literacy, Social and Behavioral Sciences, Humanities and Arts, Math, and Natural Science may also transfer and be used towards the B.S. Career Technical Education and Training. These applicable courses have been pre-determined and are available as to their transferability in Transferology and/or listed in the General Education Advising Guides. Courses which have not been pre-determined may be reviewed on a case-by-case basis.

Based on the above information, students transferring from a WTCS college with a sixty (60) credit AAS degree that includes transferable courses within the general education categories stated above, will need approximately 60 additional credits to complete the B.S. Career Technical Education and Training at UWS. 

Limitations:

1. Remaining general education requirements may be fulfilled through any regionally accredited post-secondary institution. It is the student's responsibility to have official transcripts showing completion of these courses, including grades, sent to UWS to be added to their academic record and counted towards the B.S. degree.
2. Students at UWS will be required to complete a minimum of 32 credits in residence (earned from UWS) to receive a bachelor's degree from UWS. By completing the Career Technical Education and Training Professional Studies portion of the degree, most students will satisfy the 32-credit requirement.
3. This agreement applies only to the B.S. Career Technical Education and Training major. A change of major invalidates this agreement.

Conditions:  

This articulation agreement applies only to the receiving program in effect Fall 2023 until revised. It is effective 10/1/2023 and shall remain in effect until the end date of 10/1/2028 or for five years, whichever occurs first, unless terminated or amended by either party with 90 days prior written notice. This agreement will be reviewed by both parties no later than 4/1/2028 (within six months of the end date) but will also be considered on a yearly basis upon updates to the undergraduate catalog at UWS. Both sending and receiving institutions agree to notify each other of any curricular changes in a timely manner.
